(1) A report made by the Board under section 20 shall be considered by Cabinet, and Cabinet may in its discretion grant or refuse to grant the licence applied for or grant the licence subject to restrictions or conditions whether or not being restrictions or conditions recommended by the Board, and Cabinet's decision shall be final.
(2) A licence granted by Cabinet shall be in the form prescribed by the Board.
