ARTICLE 3:   PRINCIPLES

  1.  

    3.   To achieve the objectives set out in Article 2, the activities of the Protocol Member States shall include under the conditions and timing set out in this Protocol —

    1.  

      (a)     the prohibition, as between Protocol Member States, of customs duties and of quantitative restrictions on the importation and exportation of goods, as well as of all other measures with equivalent effect;

    1.  

      (b)     subject to Article 32, the establishment of common customs tariffs and common commercial policies towards countries and territories not parties to this Protocol;

    1.  

      (c)     the abolition, as between Protocol Member States, of the obstacles to the free movement of persons, services and capital;

    1.  

      (d)     the progressive harmonisation of investment and development policies;

    1.  

      (e)     the co-ordination of monetary and financial policies;

    1.  

      (f)     the progressive harmonisation of taxation policies and incentive legislation;

    1.  

      (g)     a co-operative approach to infrastructural development especially in the fields of transport and communications, utilities, education, health, social protection, and public administration;

    1.  

      (h)     a common policy toward development in agriculture, manufacturing, tourism, information and communications technology, and other services;

    1.  

      (i)     the facilitation by the appropriate authorities, institutions and instruments of cross-border economic and financial activities between Protocol Member States;

    1.  

      (j)     joint negotiating stances and arrangements for negotiations between Protocol Member States and third countries or groups of countries;

    1.  

      (k)     a common social policy framework for national and regional development; and

    1.  

      (l)     a common competition policy.
