3.1 The parties to the Treaty of Basseterre 1981 which were accorded full membership of the Organisation shall continue to be full members, and include —
(a) Antigua and Barbuda;
(b) The Commonwealth of Dominica;
(c) Grenada;
(d) Montserrat;
(e) Saint Christopher and Nevis;
(f) Saint Lucia; and
(g) Saint Vincent and the Grenadines.
3.2 The parties to the Treaty of Basseterre 1981 which were accorded associate membership of the Organisation shall continue to be associate members, and include —
(a) Anguilla; and
(b) British Virgin Islands.
3.3 A State or Territory in the Caribbean region not party to the Treaty of Basseterre 1981 may become a full Member State or Associate Member State in accordance with Article 27. The OECS Authority shall determine the nature and extent of the rights and obligations of Associate Member States.
