22.1 Protocol Member States hereby commit themselves to the goal of creating fair and equitable access to inclusive education and training opportunities for all citizens. In achieving this goal Protocol Member States will endeavour to —
(a) harmonise accreditation of educational and vocational programmes and courses, at all levels from early childhood education to tertiary level;
(b) harmonise and standardize age-appropriate and relevant curriculum and assessments for the various learning and training institutions in order to ensure the development of essential skills and knowledge of students; and
(c) establish a procurement service for essential, core school texts and supplies, with a view towards reducing the per unit cost.
22.2 Protocol Member States shall create an environment conductive to learning by developing, adopting and implementing education policies, standards and programmes which are based on human rights values such as universality, participation, non-discrimination, protection and equality.
22.3 Protocol Member States shall place emphasis on educational programmes which focus to the greatest extent possible on the rounded development of students, ensuring the building of essential skills and knowledge necessary for personal development, employment, responsible citizenship and equitable participation in the economic and social development of the Protocol Member States.
22.4 Protocol Member States shall adopt policies and programmes which are supportive of gender equity.
22.5 Protocol Member States shall adopt comprehensive policies and programmes which stimulate lifelong learning, creative and critical thinking, innovation, and skills building which facilitate the most effective and sustainable utilization of all the Economic Union Area's resources for achieving equitable social and economic development.
