(1) The Commission shall institute a hearing by sending, subject to subsection (2), a notice of the hearing to the Minister, the complainant and the person whose conduct is the subject matter of the complaint.
(2) The notice of hearing shall —
(a) specify the purpose of the hearing;
(b) specify the place and time of the hearing; and
(c) be in such form as may be prescribed.
