A visitor who is a holder of a policy of insurance issued in any place outside Saint Lucia in respect of third-party risks arising out of the driving by him or her of a motor vehicle in Saint Lucia may apply to the Licensing Authority for a certificate (in these Regulations called “a certificate of foreign insurance”) in the form set out as Form D in the Schedule.
