2. Interpretation
In this Act—
“driver” where a separate person acts as steers-man of a motor vehicle, includes that person as well as any other person engaged in the driving of the vehicle, and the expression “drive” shall be construed accordingly;
“insurer”—

(a) means a company which is registered as an insurer under the Insurance Act to carry on insurance business; and

(b) includes, except where otherwise stated under the Insurance Act, members of an Association of Underwriters which is registered under the Insurance Act;
“Minister” means the Minister responsible for finance;
“motor vehicle” includes any vehicle operated or propelled by any form of engine, motor or mechanical power (but does not include an invalid carriage);
“owner” in relation to a motor vehicle which is the subject of a hiring agreement or hire purchase agreement, means the person in possession of the vehicle under that agreement;
“policy of insurance” includes a covering note;
“public road” means any street or road to which the public has access, and includes a bridge over which a public road passes;
“public service vehicle” means a taxi, motor omnibus or commuter bus that is registered as such for the conveying of passengers for hire or reward, whether at separate and distinct fares from their respective places or not.
