14.   Saving as to preservation of rights in case of death of an insured

The rights of any person in respect of any liability incurred by an insured shall, in the event of the death of the insured, and despite any enactment or rule of law to the contrary, be preserved to and be enforceable by such person against the heirs and personal representatives of the insured in the same manner and to the same extent as such rights would have been enforceable against the insured if he or she had survived and the provisions of section 4(7) shall apply accordingly.
