(1) The claimant must serve the application on —
(a) the clerk, secretary, president or head of the tribunal, the minister, magistrate, arbitrator or other person authorized to accept service on behalf of a tribunal or body as the case may be; and
(b) every party to the proceedings to which the application relates.
(2) If the application relates to a claim brought under the relevant Constitution, the claimant must serve the application on —
(a) the Attorney General;
(b) the clerk to the tribunal; and
(c) every other party to the proceedings to which the application relates.
