11.15 Power to strike out application

(1) In addition to any other power under these rules, the court may strike out an application if it appears to the court that —
1. (a) the application does not disclose a reasonable ground for bringing the application; or
1. (b) the application is an abuse of process of the court or is likely to obstruct the just disposal of the proceedings.
