(1) Cabinet may at any time, in writing, revoke the appointment of a director appointed under section 8(2) if upon evidence, Cabinet is satisfied that the director —
(a) is disqualified from being a director of the board under section 14;
(b) is guilty of neglect of duty, misconduct or malfeasance;
(c) has failed to act in the best interest of the Bank; or
(d) is disqualified on grounds of national security.
(2) The shareholders other than the Government may at any time, in writing, revoke the appointment of a director appointed under section 8(4) if upon evidence the shareholders are satisfied that the director —
