(1) The Board shall, as soon as practicable, provide the Minister and the applicant with notice in writing of its decision and in the event of a refusal, the reasons for the refusal of the application for licensing.
(2) The Board may, in exercise of its functions under this Act, grant a provisional licence for up to one year subject to the fulfilment of certain conditions.
