(1) A person shall not operate an offshore higher education institution without a licence issued in accordance with section 23.
(2) A person who contravenes subsection (1) commits an offence and is liable on summary conviction to a fine of $50,000 and, in the case of a continuing offence, to a further fine of $1,000 for each day or part of a day during which the offence continues.
