(1) Subject to subsection (2), the Commissioner or an authorized officer who is accompanied by a police officer may at any time enter any premises, for the purpose of discharging any functions or duties under this Act or the Regulations only on production of a warrant issued by a Magistrate under section 23.
(2) An authorized officer shall not enter any premises unless he or she is accompanied by a police officer and shows to the owner or occupier of the premises a warrant issued by a Magistrate under section 23.
