19.   General rights and duties

It shall be the right and duty of the Vestry of every parish—

  1.  

    (a)     to administer the property of the parish;

  1.  

    (b)     to collect parish rents and dues;

  1.  

    (c)     to superintend the expenditure of ordinary funds of the parish;

  1.  

    (d)     to provide out of these funds all furniture, articles and things necessary for the service of the Church and the Presbytery;

  1.  

    (e)     to fix salary of Church employees;

  1.  

    (f)     to superintend the cemetery belonging to the parish;

  1.  

    (g)     to take care that the Church and other parish buildings are being kept in good repair;

  1.  

    (h)     to determine as to the expediency of extending or altering the Church and other parish buildings, or of erecting new buildings;

  1.  

    (i)     to provide funds for the building and upkeep of the schools under management of the church;

  1.  

    (j)     to determine as to the expediency of accepting or repudiating any donations or bequests which may be legally made to the parish and if accepted to superintend and administer the same;

Provided that in regard to paragraphs (h), (f) and (j) respectively—

  1.  

    (i)      no major extension or alteration in the Church or other parish buildings shall be made, and no major work shall be done, until the approval of the Bishop has been obtained therein;

  1.  

    (ii)     no repudiation of any donation or bequest shall take place until the question has been submitted to the Bishop and his sanction obtained to such repudiation.
