(1) The Curé or other Incumbent shall within 28 days of such vestrymen vacating office hold an election for the purposes of filling any vacancies.
(2) At every election of vestrymen held in any parish the Curé or other Incumbent shall preside over the election which shall be carried out by ballot and shall publicly declare then and there the candidates who have attained the majority votes to be duly elected as vestrymen for each parish.
