No person shall be qualified to be elected as a member of a Vestry, and shall not be so qualified unless he or she—
(a) is qualified to vote at parochial meetings;
(b) is able to speak and, unless incapacitated by blindness or other physical cause, to read the English language with a degree of proficiency sufficient to enable him to take an active part in the proceedings of the Vestry.
