(1) The decision of a Vestry with regard to any matter shall be determined by vote of the members present at the meeting of the Vestry and where the votes of the members present in regard to a matter shall be equally divided, the chairman or other member presiding in his place shall have a casting vote in addition to his own vote.
(2) Notwithstanding the foregoing provision where in the opinion of the Curé or other Incumbent any matter so determined may affect the interests of the Church, he may refer such matter to the Bishop whose decision shall be final and binding on the matter.
