16.   Regulations

  1.  

    (1)   The Minister may make regulations with respect to—

    1.  

      (a)     the procedure of the Commission in carrying out the Commission's functions and powers;

    1.  

      (b)     complaints, reports, returns, notices and information provided for in this Act;

    1.  

      (c)     prescribing forms;

    1.  

      (d)     generally prescribing any matter or thing required or permitted by this Act to be prescribed or necessary to be prescribed to give effect to this Act.

    (2)   The regulations made under subsection (1)—

    1.  

      (a)     may be of general or limited application;

    1.  

      (b)     may differ according to differences in time, place or circumstances;

    1.  

      (c)     may confer or impose powers, discretions or duties on the Commission, an employee in the public service or any other person; and

    1.  

      (d)     may apply, adopt or incorporate by reference a code of practice for health service providers.
