A brewer shall not begin to brew beer for sale or prepare solution until—
(a) he or she has made written application to the Comptroller for approval of the processes and of all the rooms, places, vessels and plant which he or she intends to use in the brewing of beer or preparation of solution;
(b) the Comptroller has approved such processes, premises, vessels and plant, subject to such conditions as he or she may prescribe.
