15.   Criteria for reviewing salaries, etc.

  1.  

    (1)   The Commission in its review shall consider the following guidelines—

    1.  

      (a)     the necessity to attract, recruit and retain persons of suitable competence, experience, knowledge, skills and personal attributes in administration, management and entrepreneurship to fill positions of the highest responsibility and trust in the State;

    1.  

      (b)     a fair comparison with current levels of remuneration paid outside of the public sector for broadly comparable jobs, taking into account differences in other conditions of employment;

    1.  

      (c)     the need to ensure appropriate differentials in compensation to take account of significant differences in the levels of responsibility between one officer and another; and

    1.  

      (d)     the implications of salary revisions for those office-holders on the pay structures of the Public Service and on compensation levels in the economy as a whole.

  1.  

    (2)   The Commission in its review shall take into consideration the following—

    1.  

      (a)     percentage increases granted to public officers, public servants and other Crown servants;

    1.  

      (b)     general responsibility of members of Parliament in relation to their constituencies and the portfolios assigned to them;

    1.  

      (c)     the levels of salaries and other terms and conditions of service of persons holding senior managerial positions in the private sector and statutory corporations;

    1.  

      (d)     levels of salaries and other terms and conditions of service of members of Parliament in other Commonwealth countries within the Caribbean;

    1.  

      (e)     the rise in the cost of living since the last review; and

    1.  

      (f)     the period of time which elapsed between the last review and the current review.

    (3)   In addition to subsection (2), the Commission may invite incumbents to articulate their views either in writing or orally with respect to the salaries and other terms and conditions of service which should apply to them and to give consideration to such views.
