(1) It is not lawful to require any member or any officer of the House—
(a) to serve on any jury or as an assessor in any court; or
(b) during a sitting of the House or on any day on which a committee of which he or she is a member or which he or she is required to attend as such officer, as the case may be, is sitting, to attend as a witness in any civil proceedings in a court or at any commission of inquiry or before any like authority empowered to summon witnesses.
(2) The production of a certificate signed by the Speaker shall be deemed sufficient proof of attendance on the House.
