Provision may be made by regulations under the Motor Vehicles and Road Traffic Act for requiring a person making an application for the registration of a motor vehicle under the Motor Vehicles and Road Traffic Act to append thereto a certificate of insurance or to produce such evidence as may be prescribed that on the date when the registration comes into operation there will be in force the necessary policy of insurance in relation to the use of the motor vehicle by the applicant or by other persons driving the motor vehicle with his or her permission.
