23. Notice and grounds of decision that immigrant is a prohibited immigrant
Where an immigration officer decides that an immigrant is a prohibited immigrant, he or she shall give to the immigrant, in the prescribed form, notice of his or her decision and of the grounds thereof and at the same time inform him or her that he or she may, if he or she think fit, appeal to a Magistrate; and where such notice is given within 7 days of the arrival of the immigrant in Saint Lucia the immigration officer shall serve, or cause to be served, a copy of such notice on the master or agent or owner (if the identity and address of such person are known to the immigration officer and such person is in Saint Lucia) of the vessel by which the immigrant arrived.
