(1) If any society hereafter formed, or any persons representing themselves to be a society, commence business without first obtaining a certificate of incorporation, or if any society make default in forwarding to the Registrar any returns or information by this Act require or make a return wilfully false in any respect, the person or persons by whom such business is so commenced, or by whom default is made, or who have made such false return, shall be liable on summary conviction, for every day that business is so carried on, or for every such default or false return, to a fine of $100.
