Without prejudice to the provisions of section 18 the moneys forming the Fund shall be applied towards—
(a) the payment of all expenses incurred by the Authority in the execution of the provisions of this Act;
(b) the payment of any sums by way of premiums on the re-insurance of any potential liability incurred by the Authority under this Act;
(c) the payment of benefit to any qualified person in accordance with the provisions of this Act;
(d) the payment of benefit to any grower who has contractual insurance in accordance with regulations prescribed under this Act;
(e) the payment of interest upon any moneys borrowed by the Authority and the repayment of such moneys;
(f) the creation of such a reserve fund as the Authority may consider adequate.
