(1) The cess shall be deductible by the local Authority from the price paid by the local Authority for bananas delivered to the local authority and shall be paid over by the local authority to the Authority in such manner as may be prescribed.
(2) The Authority shall have the right to recover from the local authority the amount of any cess due to be collected and paid over by the local authority.
