5. Bureau to advise manufacturers on quality control

(1) In addition to the functions specified in section 4 the Bureau may provide advisory services for manufacturers as to the type and methods of quality control applicable to their products and may undertake the training of manufacturing staff in quality control.

(2) The Bureau shall have the power to charge fees for services rendered under this section.
