15.   Bureau's Seal and authentication of documents

  1.  

    (1)   The seal of the Bureau shall be kept in the custody of the Secretary of the Council and shall be authenticated by the Chairperson or in his or her absence, by the Vice-Chairperson and the Secretary of the Council.

    (2)   All documents other than those required to be under seal and all decisions of the Council may be authenticated by the Chairperson or the Secretary.
