The Minister may, by written notice, suspend for such time as he or she thinks fit or revoke a permit granted to a development agency where the Minister is satisfied that—
(a) the permit was obtained by false statement;
(b) the development agency has failed—
(i) to comply with the terms and conditions of the permit, or
(ii) to pay any sum payable under the provisions of this Act.
