(1) Subject to subsection (2), the Minister may grant a permit applied for under section 3.
(2) A Minister shall not grant a permit for the importation of a vehicle under subsection (1), unless the development agency owns less than 3 vehicles imported under that subsection.
(3) A permit granted under subsection (1) shall specify the equipment or vehicles to be imported and shall be in such form and subject to such terms and conditions as may be prescribed.
