10. Approval process for establishment of waste management facilities

(1) Any person desirous of establishing a waste management facility shall apply, in the prescribed manner, to the Planning Authority for —
1. (a) an approval in principle;
1. (b) a full approval,

prior to the commencement of the construction of the facility.

(2) This section shall not apply to a waste management facility to which section 22 applies.
