3. Restrictions on the operation of power-craft
Without prejudice to any other provision of law relating to the navigation of any craft or class of craft within the territorial sea of this Island, a person shall not within that sea, operate any power-craft—
-
(a) if he or she is under the age of 16 years; and
-
(b) unless such power-craft is validly licensed in accordance with the provisions of any law in force for the purpose.
