12.   Powers of governor general
The Governor General may by regulations made under this Act—
-  
(a)     regulate the navigation, operation and conduct of power-craft;

(b)     provide for the licensing of power-craft under this Act in lieu of licences under any other Act and for the fees to be paid for such licences;

(c)     provide for the exemption of any craft or class of craft from the provisions of this Act; and
 
-  
(d)     provide generally for the better carrying out of the purposes of this Act,
 
and may provide penalties, not exceeding a fine of $100 and in default of payment imprisonment for a term not exceeding one month, for the breach or non-observance of such regulations.
