2.   Interpretation
In this Act—
“operate” with its grammatical variations means to drive a power-craft while it is propelled wholly or partly by machinery;
“power-craft” means any type of boat capable of a speed of 5 knots or more, used or capable of being used as a means of transportation, and propelled by any form of machinery whether or not such machinery is the principal method of propulsion, but does not include—

(a)     Her Majesty's Ships and harbour craft;

(b)     ships and craft of all description in the services of any foreign power recognised by Her Majesty;

(c)     sea-going vessels engaged on voyages to or from places outside of the Island;

(d)     coasting steamers as defined by the Coasting Steamers Act;

(e)     ships' lifeboats;
 
-  
(f)     flying-boats, sea-planes, or other types of air-craft capable of landing on the water;

(g)     yachts with auxiliary engines; or

(h)     any other craft or class of craft as may be exempted by the Governor General under the provisions of regulations made under this Act.
