(1) The Secretary shall be the Chief Executive Officer of the Board and shall have all such powers and perform all such duties as are or may be conferred or imposed upon him or her by this Act, or by the Board, or by any rules or regulations made under this Act.
(2) The Secretary shall attend all meetings of the Board and shall keep or cause to be kept minutes of the proceedings at every such meeting. He or she shall not, unless he or she is a member of the Board, be entitled to vote at any such meeting but may be called upon by the chairperson to give such information as may be required by the Board at any meeting.
