(1) The Governor General may make Regulations—
(a) regulating the procedure of the Board and requiring returns and reports;
(b) prescribing the principles to be followed by the Board in the exercise of their powers;
(c) generally for carrying out the purposes of this Act.
(2) Until regulations regulating the procedure of the Board are made under subsection (1), the provisions of the Schedule to this Act shall have effect. Upon the coming into force of such regulations the provisions of the said Schedule shall cease to have effect.
(3) Subject to any such regulations (and to the Schedule to this Act while in effect) the Board may regulate its own procedure.
