(1) Where any animal is impounded, the poundkeeper shall, if he or she obtains sufficient information to enable him or her to identify the owner of the animal, serve notice upon that owner, by leaving the notice at the usual place of abode or business of the person to be served or by sending the notice by registered post.
(2) A poundkeeper is entitled to demand, in addition to any fees prescribed for the purposes of the pound, the cost incurred in serving the notice under subsection (1).
