Ms. Juliana Alfred join the team as Permanent Secretary at Chambers in 2017, she has served as a Permanent Secretary within the Government of Saint Lucia from 2013. Ms. Alfred’s areas of expertise and training include Human Resource Management, Project Management, Anti Money Laundering Specialist. She has also worked extensively in the design of social protection systems, including safety nets & labour market policies.

Ms. Alfred possesses a Bachelor’s of Science (BSC) and a Master’s of Science (MSC) from the University of the West Indies, (DEAP) Certificate from Chartered Institution of Canada (A.C.C.) and (H.R.C.C.C.) designation from Caribbean Governance Institute and is also ACAMS Certified.

Mr. Seryozha Cenac is an attorney-at law with over seventeen (17) years post Bar experience having been called to the English Bar in June 2004 and to Saint Lucia’s Bar in June 2007. Mr. Cenac joined Chambers as a Senior Crown Counsel in March 2017. Prior to this initial appointment, Mr. Cenac practiced for five (5) years, as a Crown Prosecutor in the Office of the Director of Public Prosecutions, then as in-house counsel for Invest Saint Lucia. He has litigated at all levels of the court including the Privy Council, with three (3) notable appearances in 2025 before the Caribbean Court of Justice. Mr. Cenac was appointed as Solicitor General in June 2025 after acting in the office for one year.

Ms. Gillian Vidal-Jules joined the Attorney General’s Chambers in February, 2001 as Crown Counsel after obtaining a LLB(Hons.) from the University of the West Indies, Cave Hill, Barbados, the Legal Education Certificate from the Hugh Wooding Law School in Trinidad and Tobago and being called to the Bar in Saint Lucia. She was subsequently appointed as a Legislative Drafter during which time she obtained the LLM in Legislative Drafting from the University of the West Indies, Cave Hill, Barbados. On completion, Ms. Vidal-Jules was appointed as Deputy Director of Legislative Drafting in 2008 and was Acting Director of Legislative Drafting before she left the Attorney General’s Chambers in 2010. Throughout 2010 to 2015 she drafted legislation for jurisdictions such as St. Vincent and the Grenadines, St. Kitts and Nevis and Grenada and worked with organizations including the Eastern Caribbean Telecommunications Authority. Ms. Vidal-Jules returned to the Attorney General’s Chambers in October, 2015 as Director of Legislative Drafting and has drafted many Bills and Statutory Instruments, provided strategic direction to the Legislative Drafting Unit and improved the overall quality of the laws of Saint Lucia in keeping with the Legislative Agenda and Budget Address given at the beginning of every financial year.

Tamara A. Mathurin is an Attorney-at-Law admitted to practice before the Eastern Caribbean Supreme Court in Saint Lucia in 2018. She currently serves as Registrar at the Registry of Companies and Intellectual Property within the Attorney General’s Chambers.

In this capacity, Ms. Mathurin is responsible for the administration and regulation of companies and intellectual property in accordance with applicable legislation. Her duties include providing legal advice to Government ministries and agencies, conducting hearings and rendering determinations, and overseeing the operations of the Registry. She also represents Saint Lucia at regional and international meetings and contributes to policy discussions on corporate and intellectual property matters.

Ms. Mathurin previously served as Deputy Registrar and Acting Registrar within the Attorney General’s Chambers, where she was engaged in the examination of trademark applications, preparation of legal opinions, and the administration of corporate and intellectual property registrations. Prior to this, she served as a Judicial Research Assistant with the Eastern Caribbean Supreme Court, providing legal research and drafting support in appellate matters.

Ms. Mathurin holds a Bachelor of Laws (LL.B) with Upper Second Class Honours from the University of the West Indies and a Legal Education Certificate from the Hugh Wooding Law School.

Pedro Claircin started as an Assistant Accountant at the Attorney General’s Chambers in February 2017. At that time the Accounts Unit structure consisted of one position. Today the Accounts Unit is headed by Mr. Claircin as the Accountant with the additional positions of Assistant Accountant and Accounts Clerk. The Accounts Unit has experienced an expansion during his stewardship directly aligned to the requisite laws, providing services of collecting revenue, procuring and payments for goods and services and reporting.

Mr. Claircin has also played a significant role in overseeing Government implementation of new computer base systems for financial reporting and budget preparation.

Eve Clairmont has been employed as the Human Resource Officer at the Attorney General’s chambers from August 2019 to present.

She holds a certificate from Dale Carnegie in Effective Communication and Human Resource Management, an International Diploma in Admin/Personal Assistant and Secretarial Duties, a Certificate in Social work; a Diploma in Theology.

The Human Resource Officer assists in the Administrative team in:-

• Maintaining employee records and HR databases
• Facilitating employee engagement and performance management initiatives
• Staff engagements in fostering team work and engaging staff in social activities.
