Former Attorneys General

Mr Stephen C.J. Julien holds a Bachelor of Laws Degree from the University of the West Indies (Cave Hill Campus) and a Legal Education Certificate from the Sir Hugh Wooding Law School in Trinidad. Mr Julien was called to the Bar of Saint Lucia in 1998. Mr Julien served the Government of Saint Lucia as a Magistrate in the first and second district court from 2013 to 2016 and as Consul General in Toronto, Canada from August 2008 to April 2010. Mr Stephen Julien served as Attorney General of Saint Lucia from October 2016 to July 2021.

Mr Lorenzo Francis holds a Bachelor’s degree in Economics and Accounting, a Post Graduate Diploma in Management from the University of the West Indies (Cavehill and Mona Campuses), a Master of Laws (LLM) in Tax and Corporate Law degree from University of London and then attained the Bar Vocational Course (BVC) from the College of Law, England. Mr Lorenzo Francis was admitted to the Bar of England in November 1999 and the Bar of Saint Lucia in December 1999. Mr Francis served the Government of Saint Lucia in the capacity of Senior Accountant, Assistant Comptroller and Deputy Comptroller at the Inland Revenue Department and as Attorney General of Saint Lucia from July 2010 to November 2011. During his tenure, Mr Francis explored an alternative dispute resolutions approach in an effort to speed up the conclusion outstanding of matters.

Dr. Nicholas O. E. Frederick holds a Bachelor of Science (Special, Honours) and a Master of Science from the University of the West Indies (Mona Campus). In 1972 he attained a Master of Education Degree from the University of Toronto and then in 1978 a Doctor of Philosophy Degree from the same institution. Between 1997 to 2000, Dr. Frederick, pursued legal studies with the University of Wolverhampton and Holborn College in London and was granted a Bachelor of Law (LLB) degree. He was called to the Bar of Gray’s Inn, London in 1999 and then the Bar of Saint Lucia in 2000. Dr. Frederick served as Attorney General of Saint Lucia from 2007 to 2010. During his term, Dr. Nicholas O. E. Frederick, streamlined the appointment of Justices of the Peace, revised the laws of Saint Lucia up to the year 2008 and reviewed the Labor Code for enactment in Parliament.

Mr. Victor Philip La Corbinière was born in Saint Lucia and received his early education at the St Aloysius Roman Catholic Boys School and the St Mary’s College. Mr. La Corbinière holds a Bachelor of Arts Degree with Honors (BA Hons) and a Bachelor of Laws Degree with Honours (LLB) both from the University of the West Indies (Cave Hill Campus). In 1986, he graduated from the Hugh Wooding Law School (Trinidad and Tobago) and in the same year was called to the Bar of Saint Lucia. In 1989, he attended the Institute of Advanced Legal Studies, the University of London, where he completed a high level Government Legal Advisor’s Course. Mr. Victor Philip La Corbinière served as Attorney General of Saint Lucia from November 2004 to November 2006.

Petrus Compton is a graduate of the University of the West Indies, Monaand Cave Hill Campuses, where he obtained a Bachelor’s degree in English and a Bachelor of Laws degree. Mr. Compton pursued graduate studies at the University College London which culminated in the award of the Masters of Law degree. During his tenure as Attorney General, Mr. Compton was instrumental in the enactment of the Equality of Treatment and Opportunity in Employment and Occupation Act, which makes sexual harassment and victimization at the workplace illegal. Mr.Petrus Compton also spearheaded the Revision of Laws project resulting in continuous and regular updating of the Laws of Saint Lucia.
