The Administration Unit’s main function is to provide support to the other Units within the Attorney General’s Chambers. The Unit co-ordinates all operational matters to ensure the efficient performance of Chambers.

The Administration Unit (the Unit) provides overall administrative support to the Advice and Litigation Unit, the Legislative Drafting Unit (LDU) and the Registry of Companies and Intellectual Property (ROCIP) within the Attorney General’s Chambers (Chambers). This Unit is responsible for the management of pooled resources, enablement of operative communication between the sections and effective day-to-day functional demands. An integrated approach for delivery of the legal and administrative services at Chambers has resulted in a unified and high-quality of such services. The team in the Unit is headed by the Permanent Secretary and comprises an Accountant for the Accounts Unit, Human Resource Officer, Assistant Accountant, Accounts Clerk, Clerk/Typist, Receptionist, Office Assistant/Driver and other ancillary staff.

During the year under review the administration unit continued to assist with the following:

  • Ensuring compliance with Government and internal policies
  • Information Technology support.

Accounts

The Accounts Unit of the Attorney General’s Chambers comprises three (3) positions mainly, the Accountant, Assistant Accountant and Accounts Clerk. In spite of its existing size the functions and responsibilities are guided like all Government entities by the Public Finance Management Act, Cap 15.01 and the Public Procurement Act, Cap.15.01. revised editions 31 December 2023 as listed below:

  1. Under the supervision of the Permanent Secretary (Accounting Officer) performs all accounting functions for the Attorney General’s Chambers including: processing invoices, travel and other claims; deposits revenues; produces necessary financial reports; legal time reporting; billing; grant reporting; and maintains the Attorney General’s Chambers automated accounting system;
  2. Prepares the Attorney General’s Chambers annual budget and conducts various fiscal analyses, as well as provides technical assistance to programs under the management of the Attorney General’s Chambers like the National Anti-Money Laundering Oversight Committee (NAMLOC);
  3. Ensures that the procurement process of acquiring goods and services strictly adheres to the stipulations in the Public Procurement Act, Cap. 15.10.
  4. Maintain reliable and efficient relations with internal and external stakeholders.

In summary the Accounts Unit must ensure that Government gets optimal value for budgetary disbursements and revenue collection activity is timely and recorded efficiently. Chambers is guided by the following legislation:

During the period April 2025 – March 2026 staff of the Attorney General’s Chambers participated in a number of professional workshops and certification programmes to improve employee knowledge, skills and competencies. Officers attended and completed the following training programmes:

The University of the West Indies Open Campus through the Training Division of the Public Service:

A Heads of Department Retreat was held to enhance strategic alignment and improve the effectiveness and efficiency of operations through a Leadership Capacity Building Session entitled “Governing and Managing: A Systems Approach”. This was facilitated by Dr. Alison Foster of KMA Consulting, based on the facilitator’s Book Designed to Thrive: A Pathway to Building Resilient Systems, written by Dr. Foster. The team was introduced to the concept of governing and managing as a System by applying international best practices using the Clarity-Teams-Systems Framework. The Session included presentations on organizational identity and strategic priorities, the human system underpinning governance and management and the role of reporting. At the Heads of Department Meeting held after the session, it was agreed that there would be a stronger focus on strategic priorities to achieve a systems approach within Chambers.

Throughout the review period, the Unit fostered a positive workplace culture by organizing various activities, such as a General Staff Meeting and social events. Planning for the annual retreat was slated for the beginning of the next review period.

At the General Staff Meeting held on 2 September, 2025 the Staff at Chambers were presented with the following awards from the various categories:

Forty-six (46) special tokens were also presented to employees from the different units at Chambers.

Social events were organized for Chambers through the creation of a Social Committee and contributions by staff members during the period and consisted of:

  • La Rose festival: Celebrated on 30 August each year to honor the La Rose society. On this day, staff at Chambers wore bright shades of red and pink to symbolize the beauty and strength of the rose flower.
  • La Marguerite festival: Celebrated on 17 October of each year to honor the second of Saint Lucia’s flower societies. On this day, staff at Chambers actively participated in the festival by wearing colours blue and white depicting the La Maguerite flower.
  • Creole Breakfast for Jounen Kweyol: Held on 24 October, 2025 was a cultural celebration that was warmly embraced by staff and hailed as an absolute success by all who participated.
  • Christmas Dinner and Dance: Held on 6 December, 2025 at the Administrative Financial Centre at Pointe Seraphine. Staff were presented with gifts, certificates and other tokens of appreciation. In addition, the staff at the Registry of Companies and Intellectual Property received a special recognition from management in recognition of their outstanding commitment during the recent relocation efforts. Once again this gala dinner was a resounding success.
  • Valentine’s Day – Cherry Pal: Held during the week of February 9 – 13, 2026, the staff at Chambers engaged in a Cherry Pal activity. The week’s activities culminated with an exchange of gifts on February 13, 2026.
  • Independence Celebration: An Ecumenical Service, to celebrate the 47th anniversary of Independence, under the theme “Douvan Ansanm; Nourishing Our People, Strengthening Our Nation,” took place on Friday, 20th February 2026, at the St Lucy’s Parish National Shrine in Micoud. Staff participated in an enjoyable and tasty English breakfast from the Management, this was organized by the Social Committee. Chambers also attended the small business showcase held in Vieux Fort later that day. The Permanent Secretary treated all who attended the church service to lunch.
  • International Women’s Day: Celebrated on March 8th annually. Staff decorated the office, dressed in beautiful attire and enjoyed a treat from the Social Committee and Management.

A wireless connection, phones and laptops were provided to staff members to facilitate the carrying out of duties.

Over the review period, the Unit has worked closely with the Government Information and Technology Services (GITS) to provide email services, hardware and software assistance to address issues like password resets and network outages.

The website for Chambers was being refined through external support to provide improved content that centers more on the core values and purposes of Chambers. The site experience will be enhanced with new tools and services that will allow a unique platform tailored to individual user needs.

Document management systems used at Chambers have been expanded by moving from the use of Alfresco to DocDash. Alfresco is an open source program that allows for the modification of specific needs. However, DocDash is accessible anywhere without the need for a Virtual Private Network. It is cloud and web-based and is an automated filing system that is driven by Artificial Intelligence allowing for a more secure filing system to be achieved.

By the end of the review period, the Administration Unit facilitated the increase of skills and competencies building the employee experience, regulatory adherence and technical assistance.
