Any company which is desirous of conducting or expanding an enterprise in the island may apply to the Governor General, through the Minister, for a development order—
(a) declaring such enterprise to be a development enterprise; and
(b) declaring such company to be a development company for the purpose of conducting or expanding such enterprise.
