A court in Saint Lucia has the jurisdiction to try an offence under this Act where the act constituting the offence has been carried out—
(a) wholly or partly in Saint Lucia;
(b) by a citizen of Saint Lucia anywhere;
(c) by a person on board a vessel or aircraft registered in Saint Lucia.
