The functions of the Medical Services Committee shall be to—
(a) consider the functioning efficiency and improvement of the medical and surgical services at the hospital both from the point of view of the patient and the medical and para-medical personnel rendering services at the Hospital;
(b) make recommendations to the Medical Director as to the action to be taken in respect of any of the matters under paragraph (a).
