13. Estimates of revenue and expenditure
The Board shall cause to be prepared and submit not later than the 30th day of April each year estimates of revenue and expenditure in respect of their functions for the next ensuing financial year.
However, the initial expenditure incurred in the performance of any of the functions of the Board after the coming into effect of this Act and the submission of the first estimate shall be defrayed out of moneys appropriated by the House of Assembly.
