10.   Functions and powers of the Board

Subject to the provisions of this Act, the principal function of the Board shall be to undertake the general management and administration of any hospital and shall have power to do all such things as are in its opinion necessary for or conducive to the proper discharge of its functions, and in particular and without prejudice to the generality of the foregoing provisions, it shall have power—

  1.  

    (a)     to equip, furnish, manage, control, operate and maintain any hospital and all property thereof;

    (b)     to prepare an annual estimate of revenue and expenditure in respect of a hospital;

  1.  

    (c)     to collect the fees payable under this Act;

  1.  

    (d)     to make recommendations to the Minister with regard to any matter directly or indirectly affecting a hospital or the efficiency or improvement of the medical or nursing services therein;

  1.  

    (e)     to perform such other functions in relation to a hospital as the Minister may require to be performed by the Board.
