Without prejudice to section 65B, an insured person shall satisfy the Director that—
(a) he or she is under the pensionable age on the date that he or she makes the claim under section 65D;
(b) he or she is engaged in insurable employment on the prescribed date;
(c) he or she has paid not less than the prescribed contributions; and
(d) he or she has paid contributions for the prescribed contribution period.
