(1) A firearm dealer shall not sell a firearm or ammunition to any person unless at the time of the sale the person purchasing—
(a) is the holder of and produces a valid licence under this Act;
(b) is exempted from the requirements of this Act under section 23.
(2) A firearm dealer who contravenes a provision of this section commits an offence.
