21. Budget and plan of action of Export Saint Lucia
The Council shall, no later than 30 November in each year, cause to be prepared and shall adopt and submit to the Minister in respect of the next financial year of Export Saint Lucia—
-
(a) a budget with the estimates of income and expenditure; and
-
(b) a plan of action.
