4. Cost of carriage and storage of gunpowder
The carriage of all such gunpowder shall be at the expense of and shall be paid by the importer or other person in charge thereof; and, previous to the delivery or removal of such powder from the Store or Magazine, the person taking delivery thereof shall pay storage for the same at the rate of $0.24 for each quarter, or any shorter period, for each keg of 28 pounds weight or under, and in proportion for each keg or other package or parcel of greater weight.
